Meet our team
Bill Cubin

Bill Cubin is a CPA licensed in Wyoming and has worked in both public accounting and the private industry. He works with businesses in a wide variety of industries—physicians, ranchers and farmers, drilling companies, oil field consultants, retailers and self-employed individuals—to help them plan for income taxes, retirement, sending kids to college, debt financing, and other important considerations in today’s complicated economy and regulatory environment.
A graduate of the University of Wyoming with a Bachelor and Master of Science in Accounting, Bill has more than 15 years experience in the industry and has worked at CPA Consulting Group since 2010. He is a member of the American Institute of Certified Public Accountants and the Wyoming Society of CPAs.
Raised in Wyoming, Bill is an avid outdoorsman, and on days off he can be found fly fishing on the North Platte, hunting, swinging at golf balls, perfecting his technique of dry aging prime rib roasts, or obsessing over the Denver Broncos. Bill is a proud husband and father of two very energetic children.
Dick Bell

Dick Bell grew up in Gillette, Wyoming, received a BS in Accounting from the University of Wyoming in 1994 and, upon graduation, started working for CPA Consulting Group as a staff accountant. He became a Certified Public Accountant (CPA) in 1995, and a Certified Valuation Analyst (CVA) in 2002. That same year he became partner at CPA Consulting Group and was promoted to managing partner in 2005.
Dick, a licensed CPA in the state of Wyoming, is a member of the American Institute of Certified Public Accountants and the Wyoming Society of CPAs. He is also a licensed CVA (Certified Valuation Analyst) and a member of the National Association of Certified Valuation Analysts. Dick specializes in tax planning and preparation, business consulting and planning, business valuations and litigation support, retirement plan adoption and operation, financial planning, and estate, trust and gift planning.
Dick is an avid golfer who loves sharing a good cigar with friends on the golf course where his 2002 claim to fame was recording a double eagle and a hole-in-one within three months of each other. Outside golf season, he lives (and sometimes dies) cheering the Denver Broncos. He and his wife Kim love to travel to warm, sandy oceanfront beaches to relax. Occasionally during hunting season, he is found chasing, but hardly ever catching, elk up in the mountains of Wyoming.
Barbara Harkins

Barbara Harkins, partner at CPA Consulting Group, has more than three decades of experience in the accounting industry. She received her undergraduate degree in Business from Western State College in Gunnison, CO, and has an MBA with a concentration in finance and accounting from Tulane University in New Orleans.
Barbara owned a small accounting firm for more than 25 years, providing tax and accounting services to small businesses, and was Deputy Director of Central Wyoming Hospice from 2002-2006. In 2006, she joined CPA Consulting Group and became partner in 2012.
She enjoys accounting because “it’s like working on a jigsaw puzzle fitting the tax and business pieces together in order to help our clients operate their businesses in an efficient and effective manner.”
Barbara and her husband Mark have lived in Casper since 1982, enjoying the lifestyle offered by a small, close-knit community. They are actively engaged in their church and outreach programs, and on her days off she can be found reading and gardening.
Roger Wesnitzer

Roger has assisted clients in a wide range of businesses and financial activities since graduating from the University of Wyoming in 1970. His experience has come from extensive trust and estate tax work while working with an international firm in California, agriculture clients in Colorado and Kansas, and—for most of his years—with the folks in Wyoming.
Most recently, Roger has focused on tax planning and investment consultation with ranchers and medical professionals. He prides himself with the preservation of family ranches for future generations, helping them navigate through estate tax obligations associated with appreciating ranch land. Roger’s mantra is “Planning, planning, and more planning.”
One of the founders of CPA Consulting Group, LLP, Roger has handed the responsibilities of day to day activities to the “nucleus of outstanding individuals to carry the firm forward”, but will continue to consult on many projects and work with rancher clients.
On his days off, which are more frequent now, Roger spends time with his four children and seven grandchildren who are all in Wyoming.
